If the highest-specificity claims compiled in Part II (mini reports) are upheld under the dossier's assumptions, then a collapse-only account is insufficient to close the thermodynamic and kinematic books.
The standard model violates the identified boundary conditions; it requires energy that is not present and predicts signatures that are absent. Conversely, SCIE is carried forward as the reconstruction that best fits the joint constraint stack within this dossier. It accounts for the missing energy, the bounded geometry, and the material selectivity without invoking hidden variables.
Crucially, this hypothesis remains falsifiable. It stands not on authority, but on predicted collateral signatures and targeted measurements specified in the White Paper.
